[package] openl2tp: fix library path

When host is x86_64 other than Debian, the Makefile of openl2tp uses /usr/lib64
as SYS_LIBDIR instead of /usr/lib.
Aparently setting CROSS_COMPILE is the way the authors intended to handle this
situation correctly.
